Executive, Program/Project Management - EPMO Governance & Compliance

Purpose of JobWe are currently seeking a talented executive to lead our EPMO Governance & Compliance team in our San Antonio, Phoenix, Plano, or Tampa facilities or 100% remote work environment.
This is a highly influential role interfacing directly with various levels of management across the enterprise.
As the head of EPMO Governance & Compliance team you will directly contribute to the advancement and adherence of a defined enterprise project/initiative and change management body of knowledge while ensuring risk and regulatory requirements are being met.
This leader will manage a team that owns, maintains and monitors adherences to EPMO policy, standards, procedures, controls and associated standard artifacts.
They will also be responsible for Control Testing, QA and Periodic Project Audits/Reviews, Risk (KPI/KRI) metrics oversight/management and monitoring regulatory change with audit, risk and compliance updating standards and controls, as needed.
The right individual will have experience and be comfortable interacting with Regulators both verbally and in writing, supporting and partnering with various lines of business and partners across the enterprise and be comfortable working in a matrixed environment.
Job RequirementsIdentifies and manages existing and emerging risks that stem from business activities and the job roleEnsures risks associated with business activities are effectively identified, measured, monitored, and controlledFollows written risk and compliance policies and procedures for business activitiesProvides strategic leadership and management of direct and matrixed leaders responsible for the integrated work effort plans created to deliver the strategic visionLeads a widespread, complex team of Program and Project Managers focusing on key initiatives in a functional area and serves as an integration point to support complex area-specific or Enterprise-wide initiativesEnsures proper change management is in place along with measures for success, leveraging existing change management routines as neededDevelops and maintains relationships with cross-functional key stakeholders to ensure project/program management processes are integrated; lead program steering committees with top management stakeholders, program sponsors and manage or attend other governance meetings; act as a consultant for business requests and project/program structuring activitiesParticipates and leads components of on-going operational planning and may collaborate with other senior leadership or line of business stakeholders across business unitsProvides consultation and/or maintains current awareness of developments, trends, risk, and legal and regulatory changes in the Financial Services industry and technical fields:
risk management, modeling, data infrastructure, data management, systems architecture, batch and real-time processingSponsors technical and business initiativesEnsures the business is prepared to support and participate in the execution methodology for technical and business work effortsProvides thought leadership to develop and enhance enterprise project management methods, tools and templates to deliver better client and employee experience.
Makes strategic decisions that influence the operational and financial performance, ensuring outcomes effectively manage risk and complianceResponsible for developing, tracking and reporting on key metrics (i.
e.
deliverables, financials, duration, benefits) and communicating findings to influence internal project/program methodologies and approachesIdentifies trends and develops action plans to resolve abstract problems outside of set guidelines that impact the process executionEnsures proper management routines are applied to work effortAdheres to EPMO processes, procedures, controls, standards, tools and templates (as required)Drives the adoption and sustainment of changes within the organization in compliance with USAA's Change Management frameworkMinimum Requirements:
Minimum Education:
Bachelor's Degree4 additional years of related experience beyond the minimum required may be substituted in lieu of a degreeMinimum
Experience:
10 years of progressive experience in program/project management leadership, process improvement and/or consulting for large strategic efforts6 years of people leadership experience in building, managing and/or developing high-performing teamsExperience in successfully managing complex strategic program/project through the project lifecycle, from conception through rollout and on-going support in a large or medium size organization, preferably a financial institutionExperience collaborating with key resources and stakeholders, influencing decisions and managing work to achieve strategic goals requiredExecutive-level understanding and experience with strategic-level change managementExecutive level experience delivering member or customer facing capabilities in a complex multi-channel, multi-product, integrated system environmentExecutive level experience with systems design and development from business requirements analysis through to day-to-day managementExperience on project and program management and execution experience delivering complex work efforts working with Waterfall and Agile methodologiesComprehensive understanding of risk management policies and procedures with experience identifying risks and key risk indicators and building processes and controls to solve for those risksPreferred
Qualifications:
Experience working in an operational risk, compliance or control management type function within a financial service environmentProven experience and knowledge of the discipline of project management including common principles, methodologies (waterfall and AGILE)Extensive experience designing, managing and optimizing standards, procedures and controls with enterprise scopeExperience responding to Regulatory inquires both verbally and in writingExpertise in the areas of Governance, Control Testing, Adherence Monitoring and Quality AssuranceExperience working in a highly regulated environmentPMP and/or Agile certificationsCompensation:
USAA has an effective process for assessing market data and establishing ranges to ensure we remain competitive.
You are paid within the salary range based on your experience and market position.
The salary range for this position is:
$155,400 - $279,800Employees may be eligible for pay incentives based on overall corporate and individual performance or at the discretion of the USAA Board of Directors.
Long Term Incentive Plan:
Cash payment for Executives only representing a cash payment which is both time and performance basedStipend:
As an EMG Member, you will receive an annual stipend (amounts determined by level) which will be paid in quarterly installments.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
